The Limitations of the 10th Amendment Sovereignty Bills

This is a recent article by Walter E. "Black by Popular Demand" Williams. He's an economist at George Mason University and occasional Rush fill-in. His point is that the 10th Amendment resolutions, though admirable, have no teeth. I emailed him telling him that the Article V provision of the Constitution which allows for a Constitutional Convention is THE MEANS by which the states can reign in the federal government.
