Escape Clause in the Federal Reserve Act of 1913

There is an escape clause in the Federal Reserve act of 1913 that states the US Treausry can buy out the Federal Reserve for $1,000,000,000 ($1 billion dollars) and all debt is forgiven. Why the Hell are we screwing around with an Audit when we can buy them out for a billion dollars and there is no more debt or Federal Income tax? Poof, Gone, Nada, Zip, Kapeesh?…
